The people's right to sue government agencies and officials should be protected by the introduction of more detailed1 rules, according to a draft amendment2 to the Administrative3 Procedure Law.
行政诉讼法修正案草案指出，要颁布更多细节来保护公民起诉政府机关及其员工的权利。
此次提交全国人大常委会审议的行政诉讼法修正案草案（draft amendment to the Administrative Procedure Law）是该法实行23年以来的初次修改。行政诉讼法（Administrative Procedure Law）是为了规范和保障人民法院可以正确、准时的审理行政案件（administrative lawsuits），保护公民、法人和其他组织的合法权益（lawful rights and interests），维护和监督行政机关依法行使行政职权，从而依据宪法的规定拟定的一部程序性法律。
此次提交审议的修正案草案扩大了法院受案范围，拟规定，行政机关侵犯公民、法人等依法享有些土地、矿藏、水流、森林、山岭、草原等自然资源的所有权或用权（government agencies infringing4 their rights of owning or using natural resources, including land, minerals, water, forestry5, mountains and grassland）等案件，法院应当受理。
除此之外，行政机关违法筹资（illegal financing)、征收征用财产（illegal property requisition）、摊派成本（illegal cosplayt apportionment），行政机关没依法支付最低生活保障待遇或者社会保险待遇（failing to pay minimum living allowance or social insurance benefits）等，也将被纳入法院受案范围。
